What does dull skin mean?

When we refer to a skin as “dull” looking, this means that the skin is lacking luster and radiance which would normally provide a glowy complexion. This can occur due to a buildup of skin cells on the surface, as the skin’s ability to renew itself slows down with natural aging processes.
